ملخص الدراسة:
تعد مؤسسات التعليم العالي – خاصة الحكومية- من أكثر المؤسسات حاجة إلى التخطيط الاستراتيجي لتحسين أدائها حتى تستطيع أن تنافس نظيراتها الخاصة وتلبي حاجات وتطلعات المجتمع، حيث تتفرع فوائد التخطيط الاستراتيجي إلى عدة جوانب، أهمها تحسين الأداء وكشف العقبات المهنية، فعندما تحدد المؤسسة أهدافها الطويلة المدى وتقسمها إلى أهداف تفصيلية فإنها تستطيع الكشف عن القضايا الرئيسية والعقبات التي تحول دون تحقيق أهدافها حيث تتعامل المؤسسة بكفاءة وفعالية مع الظروف المتغيرة وتعمل على تجاوز تلك العقبات، سيحاول البحث ( التخطيط الاستراتيجي ودوره في تحسين أداء مؤسسات التعليم العالي في جمهورية تشاد) التعرض للأسس العلمية لبناء الخطط الاستراتيجية ومدى اتباع مؤسسات التعليم في جمهورية تشاد لهذه الأسس بافتراض أن هناك خطط استراتيجية موجودة أصلاً ومطبقة في تلك المؤسسات، والتعرف على مدى أثرها في أدائها. تتكون الدراسة من ثلاثة محاور: يحتوي المحور الأول على الاطار العام للدراسة ويضم مشكلة الدراسة، الأهداف، الأهمية، الفروض، والمنهجية، أدوات جمع البيانات، الحدود الزمانية والمكانية للدراسة، ويضم المحور الثاني الدراسات السابقة وتشمل دراسات في التخطيط الاستراتيجي، وأدبيات التخطيط الاستراتيجي- التعريفات والمفاهيم الاساسية للتخطيط الاستراتيجي- وأهميته وفوائده، أما المحور الثالث والأخير خصص للدراسة الميدانية من حيث التعريف والنشأة والتطور والهيكل التنظيمي، كما يتناول التخطيط الاستراتيجي في جامعة آدم بركة من خلال تحليل نتائج الدراسة الميدانية ومناقشة الفرضيات.

Abstract
Strategic planning and improving the performance of higher education institutions in the Republic of Chad
(Case Study: Adam Baraka University in Absha)
Higher education institutions – especially public – are among the most in need of strategic planning to improve their performance so that they can compete with their private counterparts and meet the needs and aspirations of society. Where the benefits of strategic planning are divided into several aspects, the most important of which is improving performance and detecting professional obstacles, When the organization defines its long-term goals and divides them into detailed goals, it can detect the main issues and obstacles that prevent the achievement of its goals, as the organization deals efficiently and effectively with changing circumstances and works to overcome those obstacles. The research (strategic planning and its role in improving the performance of higher education institutions in the Republic of Chad) will try to address the scientific foundations for building strategic plans, The extent to which educational institutions in the Republic of Chad follow these principles, assuming that there are strategic plans already in place and applied in those institutions, and the extent to which they affect their performance. And identify the extent of its impact on its performance. The study consists of three axes: The first axis contains the general framework of the study and includes the problem of the study, objectives, importance, hypotheses, methodology, data collection tools, temporal and spatial limits of the study, The second axis includes previous studies and includes studies in strategic planning, and the literature of strategic planning – definitions and basic concepts of strategic planning – and its importance and benefits, The third and final axis was devoted to the field study in terms of definition, origin, development and organizational structure. It also addresses strategic planning at Adam Baraka University by analyzing the results of the field study and discussing hypotheses.
