الملخص:
هدفت هذه الدراسة إلى التعرف على العوامل الخارجية المؤثرة على عملية التعليم عن بعد في سوريا، وسبل تطويره، وذلك من خلال دراسة ميدانية، إحصائية، تم استهداف أعضاء الهيئات التدريسية في شمال غرب سوريا؛ حيث قدر مجتمع الدراسة بنحو (600) عضو هيئة تدريس، وبلغت العينة البحثية الإحصائية الممثلة (235) أستاذ جامعي، وتم تصميم استبانة وفق نموذج (PESTEL) مكونة من 60 مفردة من خلال مراجعة أدبيات الدراسة والدراسات السابقة، ولقد توصلت الدراسة إلى أن أسلوب التعليم عن بعد يحقق وفر اقتصادي للطلبة وأسرهم، كما أنه أسلوب مستدام وصديق للبيئة، ويعتبر الاستثمار في التكنولوجيا والتقنيات ومنصات التعليم المتخصصة هي الركيزة الأساسية لنجاح العملية التعليمية بهذا الأسلوب، وأنه من الضرورة بمكان خلق بيئة تشريعية تنظم عملية التعليم عن بعد وتحدد حقوق وواجبات أطرافها من الطلبة، والمدرسين، والمؤسسات التعليمة وتضبط جودة مخرجات العملية التعليمة.

Abstract
This study investigates the external environmental factors influencing the implementation of distance education in Syria and explores potential pathways for its future development. Utilizing a quantitative, field-based research design, the study targeted faculty members in northwestern Syria. A representative sample of 235 university professors was selected from an estimated population of approximately 600 faculty members. Data were collected using a structured questionnaire developed based on the PESTEL analytical framework. The instrument comprised 60 items derived from a thorough review of relevant literature and previous studies. Findings indicate that distance education offers significant economic advantages for students and their families and represents a sustainable and environmentally conscious learning modality. The results further emphasize that investment in technology, digital tools, and specialized educational platforms is crucial for the success of distance learning initiatives. This study highlights the critical need for establishing a formal regulatory framework to govern the distance education process. Such a framework should clearly delineate the rights and responsibilities of all stakeholders—students, instructors, and educational institutions—to ensure the quality and integrity of educational outcomes.
