الملخص:
تهدف الدراسة الى التعريف بمشكلة الأزمة في دارفور والأسباب والمسببات المتعلقة بالأزمة والأبعاد التاريخية لها وحدود امتدادها، تحدث العديد من الباحثين أن أزمة دارفور هي بدأت بالصراع على الموارد ثم تسببت والتي على الرغم من كثرة المحاولات لإيجاد حل سلمي شامل لها، حيث استطاعت كل الأطراف الدولية والإقليمية، أن تجد حل للنزاع.
وتمثلت مشكلة الدراسة، في أن دارفور تبقى مشكلة مستعصية حتى يومنا هذا بسبب تطور الصراع القبلي وفظاعة ما ارتكب فيها من جرائم إنسانية، لم تتوصل كل الجهود والمساعي الإقليمية والدولية تأمين واستقرار الأوضاع والحفاظ على حرية مواطني الإقليم والدفاع عن حقوقهم.
وتحاول هذه الدراسة قدر الامكان شرح أسباب أزمة دارفور للوصول إلى التعرف عن مسبباتها والحقيقة حول مواقف الأطراف المتصارعة المحلية والاقليمية والدولية المشاركة بها، واستكشاف آفاق الحلول المستقبلية لها. وقد أشارت فرضية الدراسة إلى أن التدخل الإقليمي والدولي لم يساهم في إزالة الحواجز التي تعيق حلا للمشكلات وتتبعها للتحقق من صحة الفرضية. وللإجابة عن أسئلة الدراسة وتحقيق أهدافها وتبيان مقاصدها، وبعد مراقبة الأوضاع العامة للأزمة ودراسة الأسباب والمسببات والأطراف المتصارعة والتحليلات بشأنها والتصريحات والقرارات والاتفاقيات الدولية والإقليمية المتعلقة بها، تم استخدام مزيج من المناهج العلمية، يأتي على رأسها المنهج التاريخي والتحليلي واتخاذ القرارات، للخروج باستنتاجات خاصة بالدراسة متعلقة بدارفور سواء في وصفها كصراع قائم أو في محاولة لتقديم حلول ناجحة لها.
وخرجت الدراسة بتوصيات كان أهمها التأكيد على مبادئ العدل والإنصاف في العلاقات الدولية واحترام مبادئ السيادة الدولية وآليات الأمن الجماعي لحل الصراعات وإقامة المزيد من التحالفات وتعزيز التعاون بين الدول على مختلف الأصعدة والمؤسسات المختلفة،
مصطلحات الدراسة: تتضمن الدراسة مجموعة من المصطلحات والمفردات المهمة على النحو التالي: ازمة دارفور، الصراع القبلي، التوتر الأمني، الحركات المسلحة، التدخل الدولي.
والبحث يتكون من ثلاثة مباحث كآلاتي:
المبحث الأول: أهمية إقليم دارفور الجغرافية والسياسية.
المبحث الثاني: الصراع بين الحركات المسلحة في دارفور والحكومة.
المبحث الثالث: دور الأمم المتحدة والاتحادي الإفريقي في أزمة دارفور.
الكلمات المفتاحية: دارفور-الصراع-الأمم المتحدة-الحركات المسلحة.
Abstract:
This study aims to introduce the crisis in Darfur، explore its causes and underlying factors، examine its historical dimensions، and analyze the extent of its expansion. Many researchers argue that the Darfur crisis initially stemmed from conflicts over resources and later escalated، despite numerous attempts to reach a comprehensive peaceful resolution. Various international and regional actors have sought to find a solution to the conflict.
The research problem lies in the persistent complexity of the Darfur crisis، which remains unresolved due to the escalation of tribal conflicts and the severity of human rights violations committed in the region. Despite numerous regional and international efforts، stability has not been achieved، nor have the rights and freedoms of Darfur’s citizens been effectively protected.
This study endeavors to explain the causes of the Darfur crisis as comprehensively as possible، aiming to identify its root factors and uncover the true positions of the local، regional، and international parties involved in the conflict. Additionally، it seeks to explore potential future solutions. The study hypothesizes that regional and international interventions have not successfully removed the obstacles preventing a lasting resolution to the crisis. The research examines this hypothesis by tracing the developments of the conflict.
To address the research questions، achieve the study’s objectives، and clarify its purposes، a combination of scientific methodologies was employed، primarily the historical method، analytical method، and decision-making approach. These methodologies facilitated a deeper understanding of the conflict، the involved parties، relevant analyses، statements، and international and regional agreements. The study concludes with findings relevant to Darfur، both in its characterization as an ongoing conflict and in presenting viable solutions.
The study’s key recommendations emphasize the importance of justice and fairness in international relations، respect for the principles of state sovereignty، and strengthening collective security mechanisms to resolve conflicts. It also highlights the need for increased alliances and cooperation among nations across various domains and institutions.
