الملخص:
تسعى هذه الدراسة إلى قياس أثر برامج التدريب التي تنفّذها المنظمات غير الحكومية في تنمية المشروعات الصغيرة في محافظة إدلب، بوصفها بيئةً تجمع بين الهشاشة المؤسسية وتراكب الأزمات. اعتمدت الدراسة المنهج الوصفي التحليلي على عينة قصدية مؤلفة من (165) صاحب مشروع ممن تلقّوا تدريباً من هذه المنظمات، وجُمعت البيانات عبر استبانة مُحكَّمة خضعت للتحقق من صدقها وثباتها. وأظهرت نتائج الانحدار الخطي وجود أثر موجب ودال إحصائياً لمؤشر التدريب الكلي في تنمية المشروعات (R=0.576، R²=0.332، p<0.001)، كما ثبت أثر دال لجميع الأبعاد الأربعة، إذ تصدّر بُعد الإدارة والقيادة من حيث القوة التأثيرية (β=0.209)، يليه التدريب الفني والتقني (β=0.197)، ثم الإدارة المالية (β=0.186)، وأخيراً التسويق والمبيعات (β=0.173). تُسهم هذه الدراسة في سد فجوة في الأدبيات عبر تقديم قياس كمي يُفكّك أثر أبعاد التدريب بصورة مستقلة في سياق بيئة صراع، مع توصيات قابلة للتطبيق لإعادة ترتيب أولويات البرامج التدريبية.

ABSTRACT:
This study examines the impact of NGO-delivered training programs on small enterprise development in Idlib Governorate, a context characterized by institutional fragility and protracted crisis. Using a descriptive-analytical approach, data were collected from a purposive sample of 165 small business owners who had received NGO training, through a validated and reliability-tested questionnaire. Linear regression analysis revealed a statistically significant positive effect of the overall training index on enterprise development (R=0.576, R²=0.332, p<0.001). All four training dimensions demonstrated significant effects, with management and leadership training yielding the strongest impact (β=0.209), followed by technical training (β=0.197), financial management (β=0.186), and marketing and sales (β=0.173). The study contributes to a documented gap in literature by providing disaggregated quantitative evidence on the relative impact of training dimensions in conflict-affected settings, with actionable implications for reorienting NGO training priorities.Keywords: NGO training, small enterprises, enterprise development, fragile environments, Idlib Governorate.
